본 건과 관련하여 작성된 행정 기록을 검토하고, 법무장관 및 재무장관과 협의한 결과, 본인은 개정된 이민국적법(이하 "INA") 제219조(8 U.S.C. 1189)에 기술된 관련 상황이 다음에 대하여 존재한다고 판단할 충분한 사실적 근거가 있다고 결론지었습니다. 후아레스 카르텔(일명 Cartel de Juarez, La Linea, Vicente Carrillo Fuentes Organization, VCFO, Carrillo Fuentes Drug Trafficking Organization, Barrio Azteca) 및 로스 비아그라스(일명 Los Viagras Cartel, Cartel de Los Viagras, Los Blancos de Troya).
Based upon a review of the Administrative Records assembled in this matter, and in consultation with the Attorney General and the Secretary of the Treasury, I have concluded that there is a sufficient factual basis to find that the relevant circumstances described in section 219 of the Immigration and Nationality Act, as amended (hereinafter “INA”) (8 U.S.C. 1189), exist with respect to: Juarez Cartel (also known as Cartel de Juarez, La Linea, Vicente Carrillo Fuentes Organization, VCFO, Carrillo Fuentes Drug Trafficking Organization, Barrio Azteca) and Los Viagras (also known as Los Viagras Cartel, Cartel de Los Viagras, Los Blancos de Troya).
따라서 본인은 이에 따라 전술한 단체 및 그 각각의 별칭을 INA 제219조에 의거하여 외국 테러 단체(Foreign Terrorist Organizations)로 지정합니다.
Therefore, I hereby designate the aforementioned organizations and their respective aliases as Foreign Terrorist Organizations pursuant to section 219 of the INA.
본 결정은 연방관보(Federal Register)에 게재됩니다. 이 지정은 게재 즉시 발효됩니다.
This determination shall be published in the Federal Register . These designations go into effect upon publication.
