本件について作成された行政記録の審査に基づき、司法長官及び財務長官と協議の上、私は、改正された移民国籍法(以下「INA」という。)(合衆国法典第8編第1189条)第219条に規定される関連する状況が、以下の組織、すなわちプリメイロ・コマンド・ダ・カピタル(別名PCC、ファースト・キャピタル・コマンド)及びコマンド・ヴェルメーリョ(別名レッド・コマンド)に関して存在すると認定するに足る十分な事実上の根拠があるとの結論に至った。

Based upon a review of the Administrative Records assembled in this matter, and in consultation with the Attorney General and the Secretary of the Treasury, I have concluded that there is a sufficient factual basis to find that the relevant circumstances described in section 219 of the Immigration and Nationality Act, as amended (hereinafter “INA”) (8 U.S.C. 1189), exist with respect to: Primeiro Comando da Capital (also known as PCC, First Capital Command) and Comando Vermelho (also known as Red Command).

Therefore, I hereby designate the aforementioned organizations and their respective aliases as Foreign Terrorist Organizations pursuant to section 219 of the INA.
