合衆国の法律、特に22 U.S.C. 2651a(a)(4)により国務長官に付与された権限に基づき、私はここに、法律により認められる範囲において、改正後の移民国籍法(Immigration and Nationality Act)第219条(8 U.S.C. 1189)に基づき指定された外国テロ組織の指定取消しを求める請願、及び改正後の大統領令13224号に基づく国務長官の決定により指定された特別指定国際テロリストの指定解除を求める請願を審査し却下する権限を、テロ対策調整官(Coordinator for Counterterrorism)に委任する。

By virtue of the authority vested in the Secretary of State by the laws of the United States, including 22 U.S.C. 2651a(a)(4), I hereby delegate to the Coordinator for Counterterrorism, to the extent authorized by law, the authority to review and deny petitions seeking revocation of a Foreign Terrorist Organization designated pursuant to section 219 of the Immigration and Nationality Act, as amended (8 U.S.C. 1189), and delisting of a Specially Designated Global Terrorist designated pursuant to a determination by the Secretary of State pursuant to Executive Order 13224, as amended.

この権限委任は、国務長官が決定した外国テロ組織指定の取消し及び特別指定国際テロリスト指定の解除を求める請願を審査し却下する決定を対象とする。ただし、この権限委任は、当該指定の取消し又は指定解除の請願を承認する権限を調整官に付与するものと解釈してはならない。調整官は、本委任において権限が付与されていない事項については、これを長官に付託する責任を負うものとする。

This delegation covers the decision to review and deny petitions requesting revocation of a Foreign Terrorist Organization designation and delisting of a Specially Designated Global Terrorist designation determined by the Secretary of State. However, this delegation shall not be construed to authorize the Coordinator to approve any revocation or delisting petition of such designations. The Coordinator shall be responsible for referring to the Secretary any matter not authorized herein.

本権限委任の対象となる権限は、長官、副長官、管理・資源担当副長官、及び軍備管理・国際安全保障担当次官によっても行使することができる。この権限委任は、(印刷ページ38466)現在有効な他のいかなる権限委任も廃止又は改正するものではない。

Any authority covered by this delegation may also be exercised by the Secretary, the Deputy Secretary, the Deputy Secretary for Management and Resources, and the Under Secretary for Arms Control and International Security. This delegation does not ( printed page 38466) repeal or amend any other delegation currently in effect.

この権限委任は、連邦官報(Federal Register)に公示されるものとする。

This delegation of authority shall be published in the Federal Register .
